HTML URL encoding is used to encode special characters in a URL.
HTML URL encoding includes a percent sign (%) followed by two hexadecimal digits (0-9, a-f) for each special character being encoded. Decoding this sequence is also done by reverting the percent sign followed by two hexadecimal digits for each special character.
For example, "http://www.example.com/" encodes to "http%3A%2F%2Fwww.example.com%2F".
